There is an extra one that Piro was asked to hold.
That is 10 not 9.

Also I know this sounds dumb but I can't keep shaking the feeling that granny is trying something on. Like 'if you get X separate people to pull a ninetails' tails at once then they lose their powers' or something. Just some kind of sneaky way of eliminating her powers before she can use them.

Granny feels like a sneaky conniving bitch to me in that way. Disguising her plans as mundane stuff.

I don't know that pulling her tails like a wishbone would do anything other than annoy Megumi even more but I think that you're right about grandma being up to something
