Actually, I think that Megumi is fully self-aware of her nine-tailed fox-ness, but habitually wears a glamour to hide this to avoid the unwelcome attentions that this tends to bring. Her shock (and Ashe's) may be more at the fact that it somehow "turned off" and her true nature has been exposed.
