Tickle fights. NAKED SCHOOL GIRL tickle fights. Yes of course. Girls from the local high school have probably been having tickle fights in the mens locker room of this particular nearby bath house for over 90 years now. A genuine 'sacred tradition'.
Well maybe not.  But I could definitely see rumors of such a thing keeping this place in the black for the last 50 while other neighborhood bath houses have been closing right and left. If you're some old Japanese fart going off to take a bath and you could choose a place that probably doesn't really have naked school girl tickle fights in the mens locker room vs all the other places that definitely don't have them... well easy choice.
